The year 2020 witnesses the global contagion of coronavirus and some inappropriate strategies in the early stage of spread compounds a broader deterioration in the crisis, which has aroused people's thinking about the priority of government conducts. Some people argue that the government should give exclusive priority to issues related to health, while others believe that the government should take precedence over other crucial civil projects such as infrastructure and education.
 
Making health care as a priority investment can achieve both short-term and long-term returns. Especially in the case of the current epidemic, a large number of people in different countries are infected with the virus and urgently need treatments, by which I mean priority investment in health can ensure the stable supply of medical resources, and meanwhile vaccine research aiming at this virus can also be guaranteed, which is of great significance for the uninfected population too. Besides, from the government's point of view, money should be given priority to programs that will pay off in the long run, such as a plan to overhaul the nation's health care system to guarantee availability and affordability. Although with medical costs soaring, businesses may feel the weight of the recession, with this budget the government can make a historic commitment to comprehensive health care reform, which is a step that will not only make families healthier and companies more competitive but over the long term, it will also help the government bring down the deficit.
On the other hand, governments' investment should not be confined within the boundary of health care, and there do exist other projects that are of priority concern. For example, in 2020, China is carrying out comprehensive poverty alleviation work. Specifically, the government is giving priority to the financial and policy support to underprivileged families in deprived areas to help solve the bread-and-butter matters so as to enhance Chinese overall productivity and greatly narrow the gap between the rich and the poor. Besides, education, which also concerns the long-term development of the whole nation, should receive more funds as well. More talented students will be cultivated due to the abundance of governments' financial support, offering more intellectual support to the development of society. The above projects should be taken as the key consideration direction of the government in the investment process.
 
To summarize, it seems to me that just as a family has to make hard choices about where to spend and where to save, so do governments, and which project is more priority should depend on the specific national conditions at that time, as long as the government investment can ultimately improve the well-being and stability of taxpayers themselves.
