Regarding the charity aid, views are mixed upon who they were there to help, those most in need or those of their own countries? The aim of charity, I think, is to alleviate the sufferings of any place where it is necessary, regardless of frontiers.  After all, human misery knows no borders, and nor should charity.
 
First of all, the human society now is an intimate community that all of us can feel part of, in whose future we all have a stake.  Plague, plunder and pollution know no borders. The devastation of natural hazards, terrorism and the hunger of children are the foes of every nation. Those intense confinement conditions result in animal illnesses that inflict on all of us. For example, without an effective control, avian flu in one area may spread to every corner of the world overnight. No one is immune to the cross-border crisis, not even the most developed countries. We have become an integral whole with a common destiny. As a matter of fact, we stand together in weal or woe, as we have shared interests and a shared future. Hence, we should provide aid within capacity to any country needing help.
 
Also, cross-border aiding is a good way to build mutual trust and to usher in a vibrant new world. A case in point is the deep friendship between China and East Timor, a friendly neighbor of China. China took the lead in its assistance to East Timor in its independence process, including building their first high-speed highway. And during its food crisis, China had offered eight thousand tonnes of rice for free. The East Timor people have always treasured the relationship, in the Wenchuan earthquake, they pulled all the resources together for a national donation. Although they were poor, they still raised five hundred thousand dollars. For such a small country, that is not just a drop in the bucket.  On top of it, it's really good, just to know about tsunamis, mudslide or any natural disaster in case we are in one. Already, we have accumulated a wealth of experience of relief and can generalize some replicable experiences to benefit our own people. 
 
Opponents may cast doubt on the cross-border charity. It is understandable, after all, lots of people in our own country still suffer. However, both do not necessarily conflict with each other. Overcoming all these in our own country is not something that happens overnight, which needs a long-term plan. Besides, we do that all the time, such as free breakfast in the poverty-stricken areas.
 
In conclusion, in face of common threats and challenges, no country can manage alone or stand aloof. Charity begins at home, but should not end there.
