现代社会能够顺利有序的运作,具体体现在每个人都能够在一个合理的框架中,完成自己的任务,同时他自身的利益也能得到保障。而保障这个框架合理的便是法律法规,它的主要作用可以体现在两个基本方面。一是减少纠纷,当两个人因为某件事产生纠纷时,法律法规可以明确规定应该如何解决,从而避免双方耗费更多时间甚至使用不好的方式来解决矛盾。二是保障个人利益不受侵犯。一个社会需要有序运行,必然需要个人利益能够获得保障,保障手段包括警示潜在的侵犯行为以及对已经侵犯他人利益的人做出相应的处罚。
如果每个人都能做自己想做的事情,那么显而易见的坏处就是他为了更方便的获利,可能会伤害他人或者侵犯他人利益。比如开车不遵守交通规则超速开车或闯红灯,可能会危害行人的生命;为了能更方便的获取财产,可能就会去偷盗或抢劫别人的财物。而当这些手段还无法受到惩罚时,就会吸引更多人去做,社会秩序也会崩塌。

Rules and laws have become an indispensable part of society. Some people believe citizens should not be restricted by them. Personally, I tend to hold a totally different opinion.
A society could fall into complete chaos without laws and regulations. To begin with, our society would run on the right track by adopting effective laws. Since various resources are limited, people may have conflicts with others in order to obtain property. Therefore, the explicit information provided by laws and rules could identify the ownership, which would dramatically reduce the disputes among the public. In addition, laws and regulations could impose the deterrent effect on the public. For example, if people are fully aware of the consequences of disobeying the traffic rules, they are less likely to drive overspeed. In contrast, the absence of laws could result in the malfunction of transport system, which pose a threat not only to drivers on the road, but also the innocent pedestrians.
However,a well-function society could not merely rely on the judicial system, and these regulations should be a means rather than the end. This is because that people may still do something harmful to the society without committing a crime or violating a law. Some people may take the advantages of loopholes of laws to do something only for their own benefits. In this case, laws and regulations are not the solution to all problems in the society.
In conclusion, I believe a sound legal system is vital to maintaining the well-function of society despite the fact that it cannot be always effective.
